上遣中使刘清潭使于回纥，修旧好，且征兵讨史朝义。清潭至其庭，回纥登里可汗已为朝义所诱，云“唐室继有大丧，今中原无主，可汗宜速来共收其府库。”可汗信之。清潭致敕书曰：“先帝虽弃天下，今上继统，乃昔日广平王，与叶护共收两京者也。”回纥业已起兵至三城，见州、县皆为丘墟，有轻唐之志，乃困辱清潭。清潭遣使言状，且曰：“回纥举国十万众至矣！”京师大骇。上遣殿中监药子昂往劳之于欣州南。初，毘伽阙可汗为登里求婚，肃宗以仆固怀恩女妻之，为登里可敦，可汗请与怀恩相见，怀恩时在汾州，上令往见之，怀恩为可汗言唐家恩信不可负，可汗悦，遣使上表，请助国讨朝义。可汗欲自蒲关入，由沙苑出潼关东向，药子昂说之曰：“关中数遭兵荒，州县萧条，无以供拟，恐可汗失望；贼兵尽在洛阳，请自土门略邢、洺、怀、卫而南，得其资财以充军装。”可汗不从；又请“自太行南下据河阴，扼贼咽喉”，亦不从；又请“自陕州大阳津渡河，食太原仓粟，与诸道俱进”，乃从之。
