癸巳，卢龙军乱，杀节度使史元忠，推牙将陈行泰主留务。
李德裕请遣命慰抚回鹘，且运粮三万斛以赐之，上以为疑。闰月，己亥，开延英，召宰相议之。陈夷行于候对之所，屡言资盗粮不可。德裕曰：“今征兵未集，天德孤危。倘不以此粮啖饥虏，且使安静，万一天德陷没，咎将谁归！”夷行至上前，遂不敢言。上乃许以谷二万斛赈之。
以前山南东道节度使、同平章事牛僧孺为太子太师。先是汉水溢，坏襄州民居。故李德裕以为僧孺罪而废之。
卢龙军复乱，杀陈行泰，立牙将张绛。
初，陈行泰逐史元忠，遣监军傔以军中大将表来求节钺。李德裕曰：“河朔事势，臣所熟谙。比来朝廷遣使赐诏常太速，故军情遂固。若置之数月不问，必自生变。今请留监军傔，勿遣使以观之。”既而军中果杀行泰，立张绛，复求节钺，朝廷亦不问。会雄武军使张仲武起兵击绛，且遣军吏吴仲舒奉表诣京师，称绛惨虐，请以本军讨之。冬，十月，仲舒至京师。诏宰相问状，仲舒言：“行泰、绛皆游客，故人心不附。仲武幽州旧将，性忠义，通书，习戎事，人心向之。向者张绛初杀行泰，召仲武，欲以留务让之，牙中一二百人不可。仲武行至昌平，绛复却之。今计仲武才发雄武，军中已逐绛矣。”李德裕问：“雄武士卒几何？”对曰：“军士八百，外有上团五百人。”德裕曰：“兵少，何以立功？”对曰：“在得人心。苟人心不从，兵三万何益？”德裕又问：“万一不克，如何？”对曰：“幽州粮食皆在妫州及北边七镇，万一未能入，则据居庸关，绝其粮道，幽州自困矣！”德裕奏：“行泰、绛皆使大将上表，胁朝廷，邀节钺，故不可与。今仲武先自表请发兵为朝廷讨乱，与之则似有名。”乃以仲武知卢龙留后。仲武寻克幽州。

李德裕请派遣使者安抚回鹘国，并且运送三万斛粮食赐给回鹘国。文宗对此表示怀疑。闰月，己亥，文宗召集宰相商议此事。陈夷行在候对之所陈述，多次说卢龙军盗窃粮米不可取用。李德裕说：“如今征兵未集齐，天德孤危。倘不以此粮米安抚饥民，且使安定，万一天德陷没，责任将归于谁！”夷行上前发言，于是不敢再言。文宗于是同意给予两万斛的粮食赈济他们。
在此之前，山南东道节度使、同平章事牛僧孺因汉水泛滥破坏襄州百姓住宅而被罢免。李德裕认为这是因为牛僧孺有罪而被废除，所以不再重用他。

此前，陈行泰驱逐了史元忠并派遣监军宦官以军中大将的身份向朝廷表奏请求授节。李德裕说：“黄河以北各州的情况和形势，臣下十分熟悉。近来朝廷频繁遣使赐诏书，因此军心稳固，如果长时间不询问，必定生变。现在请留下监军宦官，不要遣使前去查看情况。”不久，军中果然杀死了行泰，又立了张绛，再次请求授节，朝廷也不加以理会。恰逢雄武军使张仲武起兵攻打张绛，并且派军吏吴仲舒奉表诣京师，称张绛惨虐，请求以本军讨伐之。冬，十月，吴仲舒抵达京城。文宗诏令宰相审问其情状，吴仲舒上奏说：“行泰、张绛都是流亡之人，人心不归附。张仲武是幽州的旧将，性情忠义，通晓书札，熟悉军事，人心倾向他。不久前张绛初时杀了行泰，召来张仲武，想让他担任留务让位，牙中一二百人不同意。张仲武出发到昌平之时，张绛又拒绝他。现在计画张仲武仅发雄武军，军中已经驱逐了张绛。”李德裕问：“雄武士卒有多少？”回答说：“军士八百人，外有上团五百人。”李德裕说：“兵少，何以立功？”回答说：“在于得到人心。苟人心不从，三万兵力有何用处？”李德裕又问：“万一不克，如何？”回答说：“幽州粮食都在妫州及北边七镇，万一未能运入，那么占据居庸关，断绝粮道，幽州自会困矣！”李德裕奏报：“行泰、张绛均使大将上表，胁迫朝廷，邀取节钺，所以不可与。如今张仲武先自己上表请示发兵为朝廷讨伐乱臣贼子，与其则似乎有名。”于是任命张仲武为卢龙留后。不久，张仲武很快攻克幽州。The world has a lot of things to do.
