因使韩终、侯公、石生求仙人不死之药。始皇巡北边,从上郡入。燕人卢生使入海还,以鬼神事,因奏录图书,曰“亡秦者胡也”。始皇乃使将军蒙恬发兵三十万人北击胡,略取河南地。 三十三年,发诸尝逋亡人、赘婿、贾人略取陆梁地,为桂林、象郡、南海,以适遣戍。西北斥逐匈奴。自榆中并河以东,属之阴山,以为十四县,城河上为塞。又使蒙恬渡河取高阙、山、北假中,筑亭障以逐戎人。徙谪,实之初县。禁不得祠。明星出西方。三十四年,适治狱吏不直者,筑长城及南越地。

After amassing troops to wage war, he eliminated the wicked and subversive, extinguishing resistance. By vanquishing barbarians, he restored justice, bringing peace to all hearts. His benevolent policies recognized merits, rewarding cattle and horses alike; he enriched the land's fertility. With unparalleled vigor, Emperor Wu expanded his power, uniting with other states. At this juncture of peace and tranquility, cities were destroyed, rivers and canals cleared, dangers removed. Following this, the terrain was stabilized, allowing people to live without worries. Men enjoyed their fields, women pursued their trades, each activity proceeding in order. Benevolence was extended to all industries, extending the benefits for many years to come. The emperor's officials commended his deeds, requesting that this stone be inscribed, setting forth models for future rulers.
Thus, through his ministers like Han Zhong and侯公、石生, seeking remedies for immortality, he sought elixirs of immortality from the Yin-Man region. Upon Emperor Wu’s inspection of the north frontier, he traveled from the Shangjun region into northern China. A Jingzhou man named Lu Sheng returned from exploring the sea, reporting on supernatural affairs. He reported the existence of lost Qin territories to Emperor Wu, who dispatched military forces to combat the barbarians from the north, capturing and occupying southern lands. In the thirty-third year, he gathered people previously absent from the empire or those who married within their clans and merchants, seizing lands around the Yuan River as Liaoyang, Guangxu, and Xinjiang. This was done to dispatch soldiers for defense. Those who were exiled or banished were resettled in these areas. Restrictions against religious practices were imposed, restricting the starry constellations' appearance. During the thirtieth year, in response to those found guilty of miscarriage of duty, the Great Wall was constructed as well as lands south of Nanyue.
